EFSA Conference with Stakeholders: Assessment of silage additives in the EU - Registration closed

Background
Regulation (EC) No 1831/2003 establishes the rules governing the Community authorisation of additives for use in animal nutrition in order to provide the basis for the assurance of a high level of protection of human health, animal health and welfare, the environment, and users' and consumers' interests, whilst ensuring the effective functioning of the internal market. One of the novelties of the Regulation is that for the first time silage additives are classified as feed additives, which means they must go through an authorisation process in order to be placed on the European market. Silage additives are defined as ‘substances including enzymes or micro-organisms, intended to be incorporated into feed to improve the production of silage’ and fall under the category of technological additives.

Before the entry into force of Regulation (EC) No 1831/2003, the use of silage additives did not require Community authorisation. With the new Regulation, silage additives that were notified and included in the Community Register of Feed Additives shall be subject to a full evaluation within seven years after the entry into force of the Regulation as stated in its Article 10(2). If the application for re-evaluation and the corresponding dossier is not received by 7 November 2010, the product shall not be allowed to be placed on the European market.

In 2006, following a request from the European Commission, the FEEDAP Panel of the European Food Safety Authority (EFSA) adopted an opinion on the ‘Establishment of guidelines for the assessment of silage additives’ ( Opinion of the Panel on additives and products or substances used in animal feed (FEEDAP) for the establishment of guidelines on the assessment of safety and efficacy of silage additives, on a request from the Commission under Article 7(5) of Regulation ). The opinion served as the basis for the implementing rules related to silage additives of Regulation (EC) No 1831/2003 recently adopted by the European Commission and the Standing Committee of the Food Chain and Animal Health (not yet published). Those guidelines cover the requirements for the scientific assessment of the safety and efficacy of that type of products.
Considering the novelty of the assessment of silage additives as feed additives, EFSA organises a meeting in which experts from the FEEDAP Panel will explain the basis for the procedure linked to the assessment of silage additives and clarify any doubt the stakeholders may have. However, EFSA is not the only party involved in the authorisation process and therefore the Community Reference Laboratory for Feed Additives will also actively participate to the Conference.
 
Objectives of the meeting
The objectives of the meeting are:
(i)  To explain the general procedure for the authorisation process of silage additives in the framework of Regulation (EC) No 1831/2003, with emphasis on the EFSA’s administrative handling of applications;
(ii) To give information on how to perform the assessment of safety and efficacy of silage additives;
(iii) To clarify any doubts regarding the preparation/presentation of the dossiers and their assessment by EFSA; and
(iv) To gather information on the needs and expectations of silage additives producers.
The meeting could be the opportunity to hold a face to face discussion between applicants, silage additive producers and associations, who are involved in the preparation of the dossiers, and the experts who evaluate them.
 
Who should attend?
The meeting is open to all parties with an interest in silage additives, producers, industry associations, consultants and competent authorities of the Member States.

Participants are asked to make their own travel/accommodation arrangements. Attendance to the meeting is free of charge.

The meeting will be held on 25 April 2008 in London.
The meeting venue will be at the Food Standards Agency (FSA), Aviation House 125, Kingsway, London WC2B 6NH, UK.

English will be the official language. No simultaneous translations will be provided.
