  • Background: The EFSA Strategy 2027, defining the overarching strategic objectives and a high level implementation plan, came into force in January 2022. In the course of 2022 EFSA leadership identified strategic transformation priorities that will steer the necessary change to achieve EFSA’s overarching strategic objectives. Programmes have been put in place to manage the transformation projects throughout the EFSA Strategy 2027 (following PM2 methodology). Through this call, EFSA seeks support from recognised experts in strategy deployment and execution, to guide the further set up of a lean strategy implementation system
  • Objectives: Provide support and guidance for the setup of EFSA’s lean strategy implementation system:
    • Translate the identified strategic transformational priorities and related benefits into a portfolio of fit for purpose programmes and projects.
    • Define and implement the necessary measurement systems that will be needed to select and track the impact of strategic projects.
    • Define and implement a strategy implementation monitoring process and artefacts that ensures early identification of missing or not achieving an anticipated benefit – and timely responses.
    • Develop and pilot a strategy implementation plan which can be used as the basis for the strategy implementation monitoring process.
  • Selection criteria - technical and professional capacity:
    ​​​​​​​The tender must have the technical and professional capacity to perform the contract in accordance with the tender specifications. In specific:
    • Requirement 1: The tenderer must possess adequate professional experience, in the field of strategy deployment and execution following the hoshin kanri methodology, as evidenced via previous projects.
    • Requirement 2: The tenderer must possess adequate technical and human resources (at least two senior experts) with expertise in the Hoshin Kanri and Lean methodologies, as evidenced via previous projects to perform the contract in line with best professional practice
    • Requirement 3: The tenderer must dispose a team of 2 senior experts in the above fields capable of ensuring the necessary back-up throughout the execution of the contract. At least 1 senior expert must be certified master lean six sigma black belt. At least 20 years of experience in guiding leadership teams in large organisations of multinational organisations, including EU Institutions and Agencies, as evidenced by senior experts’ CVs.
