In line with EFSA’s policy on openness and transparency and in order for EFSA to receive comments from the scientific community and stakeholders, EFSA has launched an open consultation on the Scientific Opinion on the identification of pesticides to be included in cumulative assessment groups (CAGs) on the basis of their toxicological profile. The present Opinion suggests a methodology for grouping of pesticides based on phenomenological effects and provides CAGs for thyroid and nervous systems. This approach can be applied even when the specific mode of action (MOA) mediating the effects is not understood, and is based on a standardised and thorough review of Draft Assessment Reports (DARs) supporting the approval of all pesticides in Europe. This methodology will allow taking cumulative effects into account in the decision on application concerning maximum residue levels (MRLs) of pesticides in or on food and feed of plant and animal origin. The PPR Panel recommends that the methodology is implemented for all major organ/systems, though the approach should be considered specific for pesticides. Therefore the feedback from stakeholders is considered as very important to enable EFSA to:
- Improve or refine the way the methodology is applied in practice, in particular to support forthcoming activities in order to establish CAGs for specific effects in organs and systems other than the nervous and thyroid system.
- Identify issues deserving specific considerations in future coordination activities between EFSA and the Commission during the implementation of cumulative risk assessment in regulatory processes of pesticides.
Interested parties are invited to submit written comments by 30 September 2013.

All comments submitted will be published. Comments submitted by individuals in a personal capacity will be presented anonymously. Comments submitted formally on behalf of an organisation will appear with the name of the organisation.
