This page provides an overview of all EFSA portals that are of interest to applicants: pre-submission activities gateway, e-submission system, EFSA’s scientific assessment work portal. According to their needs and area of interest, applicants will be able to access the tools from the dedicated links.

Connect.EFSA

This portal gives you the possibility to engage with EFSA on a variety of topics. You will be able to perform pre-submission activities, read frequently asked questions, take part in EFSA's public consultations, and submit requests for information or public access to documents. By registering on the portal, you can:

  • Obtain a pre-application identification number.

  • Notify studies in EFSA’s database for study notifications.

  • Define and submit the list of intended studies for renewal applications and obtain renewal pre-submission advice.

  • Fill in the form for requesting general pre-submission advice.

  • Indicate your topics of interest to receive tailored notifications (e.g. upon the launch of a new public consultation in that domain).

Public consultation

This section of the portal lists all upcoming, open and closed consultations. You will also find the form for providing comments on ongoing consultations (inter alia, on the non-confidential version of validated application dossiers and on the list of intended studies for application renewals).

OpenEFSA portal

This portal hosts all information on EFSA’s scientific assessment work.  

You can follow the lifecycle of the risk assessment process from reception to adoption, and access all the public documents linked to it. 

It includes information on: 

  • The status of the assessment 
  • Dossiers, studies, and the related notified information (non-confidential versions) 
  • Pre-submission advice 
  • Members of Panels and WGs, and their DoIs 
  • Public consultations and comments received 
  • Meeting agendas and minutes  
  • etc.

E-submission Food Chain platform  

This is a web-based application to be used by applicants to create, submit and manage their applications for the following regulated product areas:

  • Feed additives.

  • Food contact materials.

  • Food improvement agents.

  • GMO.

  • Nutrition (health claims, infant formulae and follow-on formulae, food allergens, nutrient sources).

  • Novel foods (novel foods and traditional foods).

  • Decontamination substances.

Using this system, you can: build and submit a dossier, track the progress of an application, reply to requests for additional information, provide the additional data requested, request a deadline extension, comment on a confidentiality assessment clarification/decision, receive information about adoption of opinions, comment on draft opinions, withdraw an application.

To access this system you need an EULogin account.

Portalino

This is the tool used by applicants  for submitting confidentiality requests related to applications, datasets and documents supporting the mandates that EFSA receives, or that are submitted to EFSA in response to EFSA calls for data.

Outside Portalino scope: data submitted in E-submission Food Chain platform or IUCLID.

IUCLID software 

The International Uniform ChemicaL Information Database is a software application for recording, storing, maintaining and exchanging data on intrinsic and hazard properties of chemical substances and the standard data format agreed for pesticide applications.

Applicants can use this tool to prepare their dossiers under Regulation (EC) No 1107/2009 and Regulation (EC) No 396/2005

Rapporteur Member States (RMS) and Evaluating Member States (EMS) can access Agency IUCLID to view and evaluate submitted dossiers. 

Interested parties can view the submitted dossiers by accessing Public IUCLID from links in OpenEFSA. 

Applicants of IUCLID dossiers for renewal active substances, NAS and MRL to be submitted between September 2021 and March 2022, which size exceeds 1GB, should get in contact as soon as possible with EFSA at: hypercare.iuclid [at] efsa.europa.  (IUCLID Dossier Submission Instructions)

Central submission system (ECHA Cloud Services)

ECHA Cloud Services is the secure online platform to be used by applicants for submitting applications on pesticides.

To access this system you need to be a registered user (ECHA account).
