Background

EFSA would like to acquire consumer panel data to carry out food-related research to understand the link between risk perception and behaviour among others.

Objectives

Objective 1: Provide EFSA access to consumer panel data to gather information on the actual food purchase behaviour in one or more EU countries.

Objective 2: Support EFSA in conducting a survey on a sub-sample exploring the link between risk perception and behaviour.  

Selection criteria - technical and professional capacity

Requirement 1: The tenderer overall must have extensive and demonstrable experience in the subject matter of the call, including understanding purchase behaviour.

Requested evidence:

A list of three major projects, datasets, analysis, or publications related to the subject matter of the call, carried out in the course of the past 5 years. 

Requirement 2:  Professional capacity (team)

The tenderer must have the ability to provide a team compliant with the following minimum expertise requirements:

  • One project manager with at least 5 years of professional experience in managing consumer panel data projects.
  • One data survey/analyst expert with at least 5 years of professional experience with planning, programming and/or implementing surveys.

Requested evidence:

Detailed CVs of the project team members proposed for the assignment.

One-page summary with the project team members and the covered profiles. 

Requirement 3: The team of experts must have overall a excellent level of spoken and written standard UK English. For non-native English speakers, the knowledge of English shall be demonstrated by: i) an official certificate of English proving a C1 level, or ii) at least 2 years of work in an English-speaking environment and/or in international projects where English is the working language.

Requirement 4: Technical capacity (overall)

The tenderer must have the following minimum technical capacity to perform the contract: Access to consumer panel data providing information on consumers purchase behaviour in one or more EU countries.
