Training on the evaluation of emergency authorisations of pesticides using the EFSA protocol on fungicides and bactericides

Background

Emergency authorisation of pesticides under Article 53 of Regulation (EU) 1107/2009 is a tool allowing the time-limited use of pesticides in situations where an emergency cannot be managed by other reasonable means.

EFSA has developed, in collaboration with the Benaki Phytopathological Institute, Aarhus University, and INIA-CSIC, a protocol for the evaluation of emergency authorisations of fungicides and bactericides. The protocol ensures that assessments consider alternative treatments and that action plans are developed to avoid unnecessary repetition of emergency authorisations. The protocol allows a fast assessment with a clear outcome, using different flow charts for approved and non-approved substances, as well as for common and regulated pests.

To support assessment by Member States (MSs) experts, a repository of alternative control methods is made available for pests for which emergency authorisations are most frequently applied.
