82nd Management Board meeting: Multi-annual work plan adopted; Updates on: EFSA Strategy 2027, Transparency Regulation implementation, Stakeholder Engagement and EFSA Journal performance

At its final meeting of 2019, EFSA’s Management Board adopted the 2020 budget and multi-annual work plan for the period 2020-2022 and discussed the EFSA Strategy 2027.

The Board also received an update on progress regarding the implementation of the Transparency Regulation, amending the General Food Law, and on the Stakeholder Engagement Approach and the EFSA Journal.

Multi-annual work programme

The Board adopted EFSA’s Programming Document 2020-2022, as well as the draft Programming Document 2021-2023, which will guide EFSA in implementing its strategic objectives. Over the coming years, EFSA will further explore the future of data-driven science, advancing its scientific risk assessment, processes and scientific methods.

The Authority will also continue to prioritise its engagement with stakeholders as well as its partnerships with Member States, sister agencies and food safety organisations across the globe and optimise access to data through its tools and platforms.

“EFSA has set out an ambitious work programme for the future to guide its activities,” Jaana Husu-Kallio, Chair of the Board, said. “After the adoption of the Transparency Regulation amending the General Food Law, EFSA is also making a big step forward in the transparency of its scientific processes and the sustainability of its panel-centred science production model.”

EFSA Strategy 2027

Board members heard from EFSA’s Executive-Director Bernhard Url a summary of discussions they had in a workshop on the EFSA Strategy 2027 the previous day. The new strategy, firmly grounded in the Authority’s founding regulation and Transparency Regulation, will be informed by an analysis of the evolving debate on sustainable food systems and will define the strategic vision, values and corporate goals for the coming years.

Delivering robust science, furthering openness and engagement as well as enhanced collaboration with key partners will continue to be core themes in the objectives guiding EFSA’s activities. Discussions with the Board will continue throughout 2020 with the aim to adopt the final document in June 2020.

General Food Law

The Board was updated on progress made in the implementation of the Transparency Regulation, including the ongoing design of the new scientific processes. Board members were also informed on the planned timetable for changes and some of the technical challenges EFSA faces in implementing them.

Review of EFSA’s Stakeholder Engagement Approach

EFSA presented a review of its Stakeholder Engagement Approach, which was first endorsed by the Management Board in 2016. The review confirms that EFSA is meeting its key objectives of enabling a wider range of stakeholders to be informed about its work and to provide stakeholders with input at different stages of the risk assessment process. Among the recommendations in the review are suggestions to explore new digital methods for interaction with stakeholders and to adopt an approach to selecting topics for engagement that more closely meet stakeholders’ interests.

EFSA Journal

EFSA’s Board complimented the very positive performance of the EFSA Journal, the main dissemination channel for the Authority’s outputs. Planned developments to further increase its impact, visibility and usability include improved readability, considerations on language outreach and optimisation of workflows for increased efficiency.
