  • Background:
    The Communication Engagement and Cooperation Department (COMCO), responsible for improving trust in EFSA by increasing the visibility of its work, protecting and enhancing its reputation, and fostering co-operation among partners and stakeholders at national, EU, and global levels, wishes to procure design services in the form of brand exercise, market research, testing and analysis to ensure a) the EFSA corporate logo redesign b) the corporate design revision c) implementation of the selected logo in all the EU and pre-accession languages and corporate design on all the different communication material d) finalisation of a digital Corporate Identity Manual

  • Objectives:
    The redesigned EFSA corporate logo and renewed branding will mark and reflect important milestones reached by EFSA since its creation. It should be forward-looking and call up on current EFSA values of scientific excellence, independence, openness, innovation and cooperation. It should also build upon the renewed mandate foreseen by Regulation (EU) 1381/2019, the ‘Transparency Regulation’, coming into force in March 2021. The new corporate logo and branding will be launched on the occasion of the 20th anniversary of EFSA’s foundation in September 2022.

  • Selection criteria - technical and professional capacity:
    The tenderer overall must have:

    • Requirement 1: extensive and demonstrable experience in the subject areas covered in the negotiated procedure (i.e. corporate logo redesign, corporate design development, brand exercise, market research, testing and analysis, brand identity strategy, evaluation, design, implementation, digital Corporate Identity Manual development) and to produce and deliver services and products in English and also in other EU languages
    • Requirement 2: ability to provide a team of experts compliant with these specific expertise requirements (one expert can cover more than one profile requirement):
      • A Project Director: At least 10 years of experience in international project management, including overseeing project delivery, quality control of delivered service, client orientation and conflict resolution. Experience in management of team of at least 10 people. He/she should have at least C1 level in the Common European Framework for Reference for Languages in English (e.g. http://www.coe.int/t/dg4/linguistic/Cadre1_en.asp)
      • A Project Leader/Project Manager: at least 5 years of experience in international project management, including planning, coordination, technical specifications requirements gathering, project analysis, development and implementation, project monitoring, and project status reporting. He/she should have at least C1 level in the Common European Framework for Reference for Languages in English (e.g. http://www.coe.int/t/dg4/linguistic/Cadre1_en.asp)
      • A Creative Director: At least 10 years of experience in designing creative solutions for all type of productions, in particular in corporate logo redesign and brand identity development. He/she should have at least C1 level in the Common European Framework for Reference for Languages in English. 
      • A Senior Researcher: At least 5 years of experience in communication and marketing research. He/she should have at least C1 level in the Common European Framework for Reference for Languages in English.
      • A Graphic Designer: At least 5 years of experience in graphic design, in particular in corporate logo redesign and brand identity development.
