EFSA buys services and supplies through public procurement calls, in line with EU legislation and the basic principles of transparency, equal treatment and non-discrimination, widest competition, proportionality and sound financial management.

How to apply

Calls for tenders €140k+

For purchases with a value above €140,000 EFSA uses the open call for tenders procedure.

To view the procurement documents for a call of interest to you, click on the title of the call listed below, which will take you to the Funding & Tenders Portal. There you can download all procurement instructions and forms related to that specific call (invitation letter, tender specifications, draft contract and any templates necessary for offer submission.

Planned calls for tenders €140k+

EFSA publishes a prior-information notice (PIN) to indicate to economic operators that we are planning to launch a call for tenders in the future. A PIN is not published for every EFSA call; it is for information purposes only and is not binding on EFSA. It is a means to increase transparency in our planning of forthcoming calls and to enable potential suppliers and service providers to prepare in advance to tender for upcoming contracts. EFSA may also use the PIN to ask economic operators to express an interest in participating in ex-ante market research and analysis.

Items in the below list are updated regularly. However, it is possible that a PIN is still displayed whilst the call for tender is already published. For this reason, we recommend you to always consult the section Calls for tenders €140+, where you will find all the calls open for offers.

Calls for tenders below €140k

For purchases with a value above €15,000 and equal to or below €140,000 EFSA uses the “negotiated procurement procedure” which involves inviting candidates of EFSA's choice to submit an offer. Additionally, as EFSA wants to keep cooperation opportunities as open as possible, it is also possible for you to express an interest in being invited to these negotiated procedures. Just follow the simple procedure below.
