Abstract

Based on the Council Directive 2000/29/EC , the European Commission is seeking recommendation from EFSA, and notably from the Panel on Plant Health (PLH) , to provide scientific advice on the effectiveness of the EU requirements against those organisms laid down in Annex II of the Directive. The contractor was awarded the task of collecting and analysing existing data and information at EU Member State and regional levels from the official statistical surveys performed by EU Member States on the horticulture production (both food-and non-food crops), in order to provide EFSA with statistical data on the main horticulture host crops of the plant pests. The contractor also provided EFSA with an analysis of the metadata on horticulture crops from the statistical databases/reports of the ten selected EU Member States. The research revealed that official information related to agricultural crops in general, and vegetables and horticultural crops in particular, is collected and disseminated by the National Statistical Offices and/or the corresponding Ministry of Agriculture and their regional equivalents. The detailed level to which information can be found differs between countries, being directly linked with the economic importance of a specific product (production) in the country. The final report focuses on deliverables 1 to 10 as described by the Terms of Reference. The implementation of the project required discussions and clarifications to decide on how the information was compiled and presented. For the collection of existing information and the development of the inventories for the EU Member States, the scope of the project was extended to all agricultural crops and not only to the statistical data on the main horticulture host crops of the plant pests Liriomyza trifolii, Liriomyza huidobrensis, Erwinia chrysanthemi pv. dianthicola (Dickeya dianthicola), Pseudomonas caryophylli (Burkholderia caryophylli), Phialophora cinerescens, Puccinia horiana and Chrysanthemum stunt viroid.
