Call for Bisphenol A occurrence data in food and beverages intended for human consumption, migration data from and occurrence data in food contact materials

Background

Bisphenol A (BPA) is an authorised chemical substance to be used in the manufacture of food contact materials such as polycarbonate bottles and internal lining of cans. Its use has been restricted for some articles for infants (infant feeding bottles).

Its safety has been assessed by EFSA (European Food Safety Authority) and other risk assessment bodies. In 2007, EFSA established a tolerable daily intake (TDI) for BPA of 0.05 milligram per kilogram (mg/kg) body weight (2007[1]). Since this opinion new scientific data, especially on the toxicological properties, have become available and triggered several updates of the risk assessment (2008[2] and in 2010[3]).

On 1 December 2011, EFSA published a Panel statement[4] on Bisphenol A expressing its scientific view on the reports on BPA published in September 2011 by the French Agency for Food, Environmental and Occupational Health and Safety (ANSES) and its intention to update the risk assessment whenever new data are available. Consequently the CEF Panel proposed in February 2012 a mandate for a self-tasking opinion on the risk assessment of dietary BPA. This will include an exposure assessment on the basis of the occurrence data available in the public domain and from scientific literature. Not only dietary but also exposure from non-dietary sources will be taken into account. Furthermore exposure of supposedly most vulnerable groups of the population (e.g. pregnant women, infants and children, etc.) will be considered. The mandate will also take into account biomonitoring data, if available, when assessing the exposure and will compare the results with the calculated exposure. To achieve this task EFSA is out-sourcing the screening of the scientific literature and collection of the scientific publication.

Call for data

Member States, research institutions, academia, food business operators, packaging business operators and other stakeholders are invited to submit data on Bisphenol A, in particular:

  1. occurrence data in food and beverages intended for human consumption,
  2. migration data from food contact materials,
  3. occurrence data in food contacts materials.

Data provided may be used in the EFSA opinion[5] depending on their quality, exclusion criteria will be indicated in the EFSA opinion. The data provider organisation will be cited in the EFSA opinion. Data provider organisations wishing to remain anonymous in the publication should indicate it (see contact details below).

Occurrence data on BPA, migration data from food contact material and occurrence data in food contact materials should be submitted to EFSA using the SSD format[6] (Excel or XML).

For the collection of this type of data the general recommendations and mandatory fields apply as specified in the Guidance on Standard Sample Description[7] and in the Specific requirements for chemical contaminants data submission[8].
